Retirement of unaudited multi-state resource articles

Audited legacy resource articles against Chapter 6 Gate 3 (California and Texas jurisdiction focus) and Chapter 13 Pillar 2 (statutory provenance standards). Removed citations to uncovered states (Washington, Florida, Oregon) and retired fear-based legacy slugs. Migrated valid comp documentation and wear-and-tear depreciation standards to Astro content collections with verified Zod frontmatter.

AI crawler access policy formalization (ADR 0003)

Cloudflare default AI crawl policy previously blocked AI search and citation user agents (GPTBot, ClaudeBot, PerplexityBot). Resolved policy to welcome retrieval crawlers while maintaining blocks on unauthorized scrapers (Bytespider).
